Housing Case Manager

BASIC FUNCTION: Responsible for administering Mujeres’ All Chicago Rapid Re-housing for Survivors of Gender Based Violence Subrecipient, a housing program for survivors of domestic violence in accordance with the Department of Housing and Urban Development (HUD), Federal, State, local regulations and policies. Performs a variety of technical case management duties involving determination for initial and continued eligibility, maintaining accurate and efficient case files.

LOCATION: Hybrid

RESPONSIBILITIES

  1. Work with survivors to help address their housing uncertainty and other physiological needs by using the resources allocated through All Chicago, The Network Advocating Against Domestic Violence, and other funding entities.
  2. Determine applicant and tenant eligibility for admissions and continued participation with accuracy and efficiency by conducting intake interviews.
  3. Attend Accelerated Moving Events (AME) hosted by All Chicago to provide housing services to those in attendance.
  4. Provide supportive services and case management to survivors surrounding topics such as budgeting, parenting, life skills, employment and conflict management.
  5. Provide crisis intervention activities to families as necessary.
  6. Responsible for maintaining participant physical & computer-based case files and records with accuracy and efficiency; review case files for program compliance to assure all documentation, information and signatures are current and consistent, complete, and accurate as required by the All Chicago, Chicago Housing Authority, HUD policies and regulations, and all other applicable Federal, State and local laws.
  7. Assist applicants and participants in locating appropriate housing.
  8. Mediate complaints and lease violations between tenant and landlord/owners. Provide accurate information & knowledge to tenant and landlord/owners questions, disputes, program rights and responsibilities.
  9. Investigate complaints of program abuse, document and take appropriate action in such cases, per Housing Authority, HUD, Federal, State and local policies and regulations with accuracy and efficiency.
  10. Remain current and informed of legislative and regulations and implement new procedures as required and directed.
  11. Attend required training and provided training to other staff for cross training purposes to ensure staff compliance with Housing Authority, Federal, State and local policies and guidelines.
  12. Conduct routine 45-90-minute home visits with families assisted in their housing placement monthly.
  13. Develop a service plan with families and collaborate with other programs to best meet the needs of the family. Check-in with family on a periodic basis to ensure that the service plan is being met or modified as needed.
  14. Flexibility: willing to see participants in a clinical setting, in community, in participants’ homes and, work evenings and/or weekends. Able to work in non-traditional settings and serve as on call staff as required.
  15. Manage all updates to participant files and participant database, collaborating with the Data Administrator and ICJIA InfoNet Administrators.
  16. Participate in the completion of program reports, ensuring prompt and accurate submissions.
  17. Maintain awareness of local social service agencies and community resources to provide information and referral services to applicants and participants.
  18. The ability to maintain participant, staff and organizational confidentiality is mandatory.
  19. Other duties, as assigned.

QUALIFICATIONS

  • Bachelor’s degree minimum in social work, psychology, counseling or in the human service field.
  • 40-hour DV- Trained (required)
  • 40-hours SA- Trained (preferred)
  • Bilingual English and Spanish
  • Experience working with Latine and immigrant communities.
  • Computer proficiency—including Microsoft Word, Excel, etc.
  • Experience working in housing and/or social service nonprofit organizations, government agencies, education, public health, or a related field for minimum of three years, with a proven track record in housing.
  • Possess and maintain an Illinois State Driver’s License and evidence of a good driving record for pre and continued employment.
  • Access to a vehicle.
  • Ability to successfully pass a pre-employment criminal background check.
  • Knowledge of professional business office practices and procedures.
  • Candidates must possess excellent writing skills and a strong attention to detail, as well as be proficient in their computer skills, including data and project software.
  • The candidate must be highly organized, able to effectively work under pressure, use independent judgment and produce a quality work product within tight time constraints.
  • Demonstrated success working with funded programs, specifically those sponsored by federal or state agencies.
  • Broad knowledge of and experience with all aspects of research and sponsored program administration and the award life cycle, pre- through post-award in a higher education environment.
  • Must be organized/able to stay on top of overlapping deadlines.
  • Excellent communication skills. The candidate must also be sensitive to professional ethics, gender, cultural diversities, and disabilities.

SALARY $57,000 – $65,000 FLSA Exempt
